Cannibals are unusual work buildings that specialize in turning corpses of citizens into food. Leather and cotton can also be collected from corpses. Having cannibals can severely damage the reputation of your settlement, but some individuals prefer humanoid meat, which can still make some citizens happy despite the off-putting nature of the building.
If a citizen meets an unfortunate end, someone might grab that corpse and drag it into the cannibal building. The chances of corpse collection can be increased if nearby mass graves, graveyards and crypts are disabled. If a corpse is grabbed by someone who intends to take it to a grave, the chance of turning that corpse into meat is lost.
In-game description
"Cannibals butcher corpses for meat and other resources. Having them can detriment your reputation severely, but some species actually prefer humanoid meat."
