An Arena is an unlockable civics building under the "entertainment" sub-category. Arenas are where criminal citizens fight each other for redemption while entertaining any spectators. Arenas are not built like most buildings, in that they can't be designed by clicking and dragging the mouse. Instead, there are three choices of arenas that come in fixed sizes: the fight pit, arena and grand arena, with their sizes being 12×11, 17×17 and 50×33 respectively. The bigger the arena, the higher their quality, as well as the amount of entertainment citizens receive from them.
The arenas are expensive, requiring both cut stone and weapons, two resources that are expensive and take some time in manufacturing. The grand arena is arguably the most expensive building in the game, as it requires 3000 units of cut stone, and 500 units of weapons. Standard, law-abiding citizens will not be participants in the arena, only prisoners.
Arenas are unlocked when purchasing the Civics #4 unlock, which costs 200 knowledge points, but costs 500 when including the previous unlocks required beforehand.
