Charcoalers are a work building under the "refining" sub-category, where citizens burn wood into coal. The importance of charcoalers stems from the many uses of coal. Many buildings in the game need coal to fuel the components in them, so having as much coal as possible at all times is a necessity for maintaining a growing settlement.
The charcoaler has two components, the required kiln and optional auxiliary kiln. Each kiln allows 2 employees to work in the building, and the auxiliary kiln adds efficiency to producing coal, meaning that coal will be produced faster.
It costs roughly 2-3 wood to make a single unit of coal. These buildings also produce noise, so it may be best to build them somewhat far away from public areas.
