A Scaffold is an unlockable infrastructure building in the law sub-category, where criminals are executed. Whether citizens get executed here depends on what sentence a judge gives at a court. The building becomes available once a settlement reaches a population of 200. Executions are done in public, to greatly dissuade others from committing any more crimes. There are three components to this building: the required gallows, required chopping blocks and optional decorations. Both the gallows and chopping blocks do not need to coexist for the construct to be valid, as having one or the other works just as well. Decorations add "fear" to the gallows, with more fear scaring citizens away from committing crimes more effectively.

Each set of gallows can allow 1-5 executions, depending on the size, although each set only allows a single executioner, regardless of the size. The chopping blocks function the same way, except the limit is 1-4 executions. Each set of decorations adds 10%-40% to the fear stat, depending on its size. As the in-game description states, this building is best placed in an area where the most possible citizens can see the executions, maximizing the efficiency in scaring citizens away from a life of crime.

Scaffolds are unlocked when purchasing the Civics #3 unlock (which also includes the slaver), which costs 100 knowledge points, but costs 300 when including the previous unlocks needed beforehand.

"Where caught criminals and other prisoners are taken for public execution. Execution squares are great for deterring crime and spread fear amongst your subjects. Consider placing it at a central location for maximum efficiency as well as keeping it maintained and manned."
