A Lavatory is a service building where citizens can use the bathroom and clean themselves. If citizens have no place to do their business, they will actually do so in the streets, which will greatly reduce the happiness and reputation of your settlement. This building has 2 components, both of which are required: the latrines for citizens to use the bathroom and the basins for citizens to clean themselves. Each latrine allows a plumber to work there.
Every time a citizen uses a latrine, it will gradually fill with waste, until it fills to the point where a plumber must clean one out. The lavatory is one of three buildings where citizens can clean themselves, with the others being the lower tier, rudimentary well, and the high-end bathhouse.
