An Inn is an unlockable infrastructure building, where tourists can rest for the night. Having rooms avaliable for these visitors allows for them to pay money for your treasury in exchange for lodgings.
There are three components for the tavern: the required room, and the optional decorations and carpets. The last two components add to the "coziness" stat, therefore increasing a visitor's overall experience during their visit. The tavern needs a few inkeeper workers to function properly.
Inns are unlocked when purchasing the Inns tech at a cost of 1000 knowledge points. In order to unlock the tech you also need to unlock the Rations tech at a cost of 150 knowledge points, and the Taverns tech for 750, for a cumulative cost of 1900 knowledge points.
