Infrastructure buildings are constructs that relate to either maintaining - as the name would imply the infrastructure of your settlement, which includes maintaining the military, law and knowledge of the settlement. There are 3 sub-categories and 12 building choices within this category.
Infrastructure also covers an alternate part of the building menu seen at the bottom of the game. This part of infrastructure encompasses walls, doorways, fences, decorations and structures that serve as empty yet fully customizable buildings (unlike standard workforce buildings):
