A Slaver is an unlockable infrastructure building in the law sub-category, where criminal/prisoner citizens are turned into slaves. The building becomes available once a settlement reaches a population of 200. There is only one component for this building, which is the required station. Each station can manage 1 client. The more stations in the building, the more citizens that can be turned into slaves at once. Some criminals that go through sentencing in a court may be forcefully instructed to become a slave as their punishment for a crime.

This one of three ways that the player can gain slaves for their settlement, with the other two methods involving waiting for a slaver to show up to your settlement and purchasing slaves, or enslaving enemies after winning a battle.

Slavers are unlocked when purchasing the Civics #3 unlock (which also includes the scaffolds), which costs 100 knowledge points, but costs 300 when including the previous unlocks needed beforehand.
