The Law is a collection of game mechanics that encompass dealing with wicked citizens, as well as making them slaves. The mathematical formula for how the handles law is as follows:
As time goes by, you'll discover that citizens will be murdered. If the culprit is not punished, your settlement will not be happy about it. When starting a new game, there's little the player can do about crimes, because the court building will not be available. Once it is available, a judge will decide if the crime comitting citizen will be put to death, become a slave or simply be locked away for a while.

"As your city grows, some subjects will choose to pursue a criminal career. Crimes must be dealt with through law facilities. The effectiveness of your facilities make up your law value, which in turn deters crime."
